Publication of Base Prospectus

Nomura Bank International plc (the "Issuer") announces that its base prospectus dated 24 August 2011 (the "Base Prospectus") relating to its Note, Certificate and Warrant Programme has been approved by the UK Listing Authority and is available for viewing.

The Base Prospectus will be made available to investors free of charge upon request during normal business hours from Monday to Friday each week (public holidays excepted) from and including the date of the publication of the Base Prospectus at the registered offices of:

(a) Nomura Bank International plc, being at 1 Angel Lane, London, EC4R 3AB; and

(b) Nomura International plc, being at 1 Angel Lane, London, EC4R 3AB.

A copy of the Base Prospectus has been submitted to the National Storage Mechanism and will shortly be available for inspection at: www.Hemscott.com/nsm.do.
