tecc-IS plc ("tecc-IS" or "the Company") announces that it has appointed George
Kynoch and Giles Clarke as non-executive directors. They will both be members of
the remuneration committee and the audit committee.


George Kynoch, aged 57, has over 20 years' experience in industry and was chief
executive of G & G Kynoch plc (the predecessor of Kynoch Group plc, now called
Bioquell PLC), the listed designer and manufacturer of healthcare equipment for
use in contamination control. He was also Grampian Industrialist of the Year in
1988 and received the Highland Business Award. Mr Kynoch was the Scottish Office
Industry and Local Government Minister from 1995 to 1997, while serving as a
Member of Parliament for Kincardine and Deeside between 1992 and 1997. He is
non-executive chairman of Eurolink Managed Services plc, TEP Exchange Group plc
and a non-executive director of Talent Group plc (which are all traded on AIM)
and non-executive chairman of London Marine Group Limited, Benson Group Limited
and Mountwest 146 Limited.


During the last five years Mr Kynoch has also been a director of JETCAM
International Holdings Limited, Midmar Energy Limited, PremiSys Technologies
plc, PSL Holdings Limited, Silvertech Industrial Automation Limited, Silvertech
International plc and Silvertech Limited. He has confirmed that there is no
further information required to be disclosed under paragraph 15 of the AIM
Rules.


Giles Clarke, aged 50, began his career with Credit Suisse First Boston as an
investment banker, before founding Majestic Wine in 1981. In his capacity as
executive chairman, he built it into a national chain of wine warehouses before
it was sold for #15 million in 1989. He co-founded Pet City in 1990 and as chief
executive, built it into a national chain of 94 stores and floated the company
in 1995. It was taken over for #150 million in 1996.


He is a National Council member of the Learning and Skills Council, the largest
quango in the UK with a budget of #9 billion, responsible for all UK adult
learning, other than in universities.

He is currently Chairman and controlling shareholder of ATL Telecom, a Cardiff
based data transmission equipment company, Fosters Rooms Limited, an independent
West Country caterer and a director of Bristol Old Vic Trust Limited. During the
last five years, Mr Clarke was also a director of Petsmart UK Limited and
Stepstone ASA. He also became chairman of Safestore plc in 2002. The company
became profitable in the following year, prior to being taken over in November
2003, for over #40 million.


From August 1987 to May 1988, Mr Clarke was chairman of Majestic Wine
Corporation, a US company which owned a chain of 104 stores trading as Liquor
Barn throughout California and Arizona.  Mr Clarke resigned from all Majestic
companies in May 1988 following a disagreement over business strategy.  In
November 1988, Majestic Wine Corporation (which was not then a subsidiary of
Majestic Wine plc) filed for protection under Chapter XI of the US Bankruptcy
Code.


He has confirmed that there is no further information required to be disclosed
under paragraph 15 of the AIM Rules.
