Hedge Funds can do as they please. There is no law that says they cannot buy OTC or under 5 bucks. Pershing Square owns about 110 Million shares with an avg somewhere in the 2-3 buck range. They make their own rules.

No idea. Could be same selling, just using a different MM. Could be someone with 50mil shares dumping (probably not tho). I have experienced that when a big seller is almost done, they tend to throw everything on the ask for one last movement. I kinda hope that is what it is.
