Yes, the 421M shares are the "authorized" number. Of that, 410M are "Issued". The difference is Treasury Stock. Just two different ways of looking at it. BUt they report total authorized shares.

SINC had news yesterday. Closed up over 200% on nice volume also. Holding up pretty well today so far. Very low float. I picked up a few yesterday at .0057 even tho it was up so much. Hopefully it will continue. 52wk high is .38.
