A New York state regulator scheduled a Dec. 7 public hearing concerning Cigna Corp.'s (CI) purchase of Express Scripts Holding Co. (ESRX).

The cash-and-stock deal was valued at $54 billion when announced in March.

The Department of Financial Services said the meeting "will provide an opportunity for all stakeholders to comment on the potential impacts on consumers and the insurance marketplace."

As of Nov. 1, the deal had received 23 state approvals and needed six more.
