Identix Incorporated (Nasdaq:IDNX) announced today that it was awarded a contract for its ABIS(R) facial identity management solution to help ensure "one person, one vote" in an unnamed foreign country. Identix' software-based ABIS biometric backend database creation and matching platform is being integrated into the Country's voter registration identity management program to create searchable databases from biometric images collected from registered and registering voters. ABIS will also be used to search newly created and existing registered voter databases with Identix' facial recognition technology to determine whether there are any duplicate images where individuals may have registered under more than one name in an attempt to influence election outcomes by voting multiple times.

The Face-priority AF function uses the latest digital technology to automatically detect a person's face at typical portrait taking distances, then, operating based on real photographic techniques, activates autofocus to focus upon the face area!
Here's how it works: when you're ready to take a portrait, select the camera's Portrait Mode and Face-priority is automatically activated. A special digital detection program will scan for facial details and then control autofocus operation based on the location of the detected face in the scene. Even if the subject moves, or as the photographer recomposes the picture, Face-priority AF will respond and keep focus on the subject's face. Manual techniques that formerly required the photographer to use focus lock can be avoided in favor of the new automation of Face-priority AF. It's faster, responsive to creative composition, and makes portrait picture taking easier than ever.
Based on detection of facial characteristics and general scene arrangement, the technology can detect when the camera is composed for vertical or horizontal composition and works effectively even if the composition is a little tilted. Even when the subject's distance changes within the typical portrait distance, Face-priority AF will continue to operate.
To use the new technology, Select Portrait Mode on the camera's mode dial and Face-priority AF will be automatically selected. Compose on the person, which must have their face towards the camera, then, ? depress the shutter button to activate the camera. As Face-priority AF activates, a square outline on the camera's LCD will appear around the face, confirming operation; if the photographer decides to recompose the image, Face-priority AF will track the subject's facial area and will confirm the moving subject by changing color for the square outline and keeping the square outline around the face. When there are two or three people in the scene, Face-priority AF will operate using closest subject priority and the square confirming outline will indicate the closest person in the scene's composition.
Taking a portrait is not a static, always the same situation. Picture taking varies with the photographer's creativity. So, each Nikon model that features Nikon's new Face-priority AF, will also include Nikon's popular Scene Assist Mode and Multiple AF sensing areas such as those featured in 5-area automatic focus function or 99-area manual focus selection in the new COOLPIX 5900 and 7900 models as well! Portrait Mode picture taking will be effective and a more exciting part of anyone's picture taking enjoyment.
* Note: Face recognition capability may be limited in some shooting conditions. For example, the camera may not recognize a face if it is too near or far from the camera, or if some portion of the face is obstructed, such as when a person is wearing sunglasses. Identix Led Team to Immediately Begin Deployment of Facial Recognition Systems for DoS Visa Processing
MINNETONKA, Minn.--(BUSINESS WIRE)--Sept. 29, 2004-- Identix Incorporated (Nasdaq:IDNX - News), the world's leading multi-biometrics technology company, announced today that it has been selected by the U.S. Department of State (DoS) to supply and integrate its biometric knowledge discovery engines (ABIS(TM)) for large scale facial recognition systems for DoS visa processing. The award to Identix is part of DoS's mandate to augment its automated fraud-detection assistance capabilities through the use of facial recognition to screen for duplicates, aliases and for faces on a watch list prior to issuance of a visa. Identix was selected after a competitive bidding process and detailed technical evaluation as the sole recipient of the DoS's Facial Recognition System and Integration Support contract.
The facial recognition system Identix is integrating into the DoS's visa application processes will be the largest deployment of facial recognition technology to-date in the world and is expected to provide functionality that includes:
* Initial enrollment of approximately 35 million legacy visa images;
* Acquiring and enrolling approximately 8 million new visa images in the initial year of the contract, as well as in each option year exercised by DoS;
* Acquiring and enrolling at least 10 million e-Diversity Visa applicants per year;
* Matching against variable galleries and databases provided by DoS;
* Processing up to 2,000 matches per hour.
The award to Identix consists of a one-year base contract with four one-year options to renew in favor of DoS. The contract contains multiple program specifications and project deployment options. The initial scope of work under the contract involves immediate supply, integration and deployment of facial recognition systems for visa and e-Diversity Visa applicant processing. If authorized and funded by DoS, potential additional project deployments under the contract could include the design and implementation of a facial recognition system for the passport application processing environment. Identix expects to recognize more than $2.2 million over the next 12 months from the initial options that have been exercised to-date under this contract.

As part of its responsibilities for issuing visas to foreign nationals, the DoS has the obligation to verify applicant identities, prevent the issuance of visas to those who pose national security threats, and to prevent the issuance of visas to applicants using fraudulent aliases. In furtherance of these responsibilities, and based on DoS maintaining some of the largest face image databases in the world, the agency wanted the ability to compare biometric facial images of applicants against large databases from multiple agencies, such as DoS, the FBI, and the Department of Homeland Security.
According to the DoS, the addition of facial recognition technology is expected to increase homeland security and better facilitate the anti-fraud goals of DoS's existing travel document issuance processes in the following ways:
* The automated detection of applicant fraud through the one-to-many matching of the submitted photo with those already in the database;
* The verification of the identity of an applicant for visa renewal through the one-to-one matching of his or her submitted photo with one already in the database;
* The detection of wanted or missing persons through the one-to-many matching of submitted photos against a limited "watch-list" of images.

Motorola to Provide Republic of Serbia with $21 Million Integrated Identification System
Technology Will Enable Fast and Accurate National Identification Network
SCHAUMBURG, Ill., Oct. 6 /PRNewswire-FirstCall/ -- Motorola, Inc. (NYSE: MOT), Commercial Government and Industrial Solutions Sector (CGISS) announced today that, along with Vlatacom Ltd., its distributor to Serbia, it has begun the deployment of a nationwide integrated identification system for the Republic of Serbia. Under a contract valued at $21 million, the system will include Motorola's Automated Fingerprint Identification System (AFIS), facial and photo imaging and livescan fingerprint and palmprint scanning technologies. The system, which will be used for criminal and civil identification purposes, is part of Motorola's extensive portfolio of integrated communications and information solutions to address mission- critical safety and security requirements worldwide.
"This system will enable us to quickly and accurately identify subjects electronically," said Dusan Mihajlovic, Minister of Internal Affairs of the Republic of Serbia. "The new identification technology from Motorola will save the Republic of Serbia valuable time and resources while enhancing the public safety environment and providing better service for the citizens of Serbia."
All identification (ID) applications will contain a fingerprint and facial image of the applicants, which will be logged electronically in the system's database for record and document generation and identity verification.
The integrated identification system includes civil and criminal subsystems and will utilize Motorola's Omnitrak(TM) AFIS/Palmprint Identification Technology and facial matching technology from Identix, Inc.
Omnitrak is Motorola's comprehensive digital fingerprint, palmprint and facial image identification system that features exceptional matching accuracy as well as continuous automated operation. The solution will include a fingerprint database that will encompass 1.5 million criminal records and 10 million civil records.
With a population of more than 10.5 million residents and a jurisdiction encompassing more than 88,000 square miles, the Republic of Serbia needed a solution that would be able to meet the needs of its large population.
As part of this system, Motorola will provide Serbia with 1,200 biometric and data acquisition peripherals that will capture data to be stored in a central database and provide real-time identification and processing capabilities. Motorola's real-time ID provides connectivity between remote workstations, livescan units and the central AFIS and FIIS database, providing a hit/no-hit response almost instantly.
Motorola's LiveScan Station 3000(TM) (LSS 3000(TM)) is one of the only livescan products on the market today that offers a completely integrated booking solution with the benefit of having mugshot, palm and tenprint (fingerprint) capture capabilities, all within a single standalone unit.

Identix Awarded BPA from U.S. Department of Homeland Security to Provide Biometric Livescan Systems, Services to Citizenship and Immigration Services and Other Departments Within DHS

Identix Incorporated (Nasdaq:IDNX), the world's leading multi-biometrics security technology company, announced today that the Department of Homeland Security (DHS) has awarded the Company a five year Blanket Purchase Agreement (BPA) to provide its TouchPrint(R) 3000 line fingerprint biometric live scan booking stations and desktop systems to the Citizenship and Immigration Services (CIS), as well as to other select departments within DHS. The BPA award was made following a competitive bid process that evaluated "best overall value".
Under the terms of the BPA, which has no cap on spending, DHS' initial cost evaluation for live scan systems and services is based on purchase volume of approximately $27 million over 60 months, with no minimum guaranty. However, actual dollar amounts spent and live scan systems purchased may vary depending on DHS' future needs.

Police ask stores to take fingerprints

ARLINGTON, TEXAS - Police are asking businesses to voluntarily participate in a program to take customers' fingerprints if they pay by check.
Operation Thumbs Up, scheduled to begin citywide Sunday, aims to help authorities identify check theft and forgery by obtaining a source of identification that can't be stolen or faked - fingerprints. The system is similar to those used by banks that require fingerprints on checks.
"No longer can we rely on the driver's license as a valid form of identity when passing a check," Detective Kyle Gibson said. "We can't expect clerks to memorize every face in a line. By getting a print, we can place that person when the check was passed to get a successful prosecution."
The program was announced Friday. Police spokeswoman Christy Gilfour said the department is considering making the program mandatory.
Participating stores will be clearly identified to the public. Employees will be trained to take fingerprints. A series of town hall meetings will be scheduled to explain the program to business owners and the community. Wes Jurey, president of the Arlington Chamber of Commerce, said the organization will help make Arlington's 10,000 store owners aware of the program's benefits over the coming weeks. Jurey said there has been no adverse reaction from business owners he has talked to about the program.
"I think most people are not aware of how easy it would be for a person to come into a store, open an account with another person's identity, charge a large amount of merchandise and return it. Then the merchant has a problem," Jurey said.
Alan Levy, chief of the criminal division of the Tarrant County district attorney's office, said having a fingerprint means "there won't be any question about who passed the check" and will save prosecutors time litigating fraud cases.
Police said Arlington has had an increase in check fraud during the past three years. From 1999 to July 2002, detectives worked 8,463 forged check cases resulting in $1.7 million in losses to merchants, according to police records. In most of these cases, detectives have no suspects because fraudulent identification was used, Sgt. James Crouch said.
Police said fingerprinting systems are inexpensive compared to merchandise loss and will help keep prices down for the consumer. Systems will cost businesses between $2 and $40 a month to operate, Gibson said. Businesses will purchase the type of system they want to use.
The systems range from an inkless pad in which the chemical easily rubs off the skin, to an electronic sensor that
compares a customer's print to a pre-scanned fingerprint, Crouch said. Another system involves a clear chemical that leaves a blue imprint when pressed onto a chemical-sensitive sticker that is usually placed onto the back of a check.
Police assured they will only see prints when a business submits a forged check for investigation, Crouch said. The print will then be checked against others in a statewide criminal fingerprint database.
Pam Dawson, property manager for the Lincoln Square shopping center, said seven stores have participated in the
program since March, and she expects all 88 stores in the center to comply.
"Our goal is to show we are a safe shopping center," she said. "If you are a fraudulent check user, we don't want you to come to Lincoln Square."
Dawson doesn't expect complaints from customers. I anticipate if you are not guilty of anything, it's not going to matter to you if someone takes your thumbprint," she said.
