Clinton County, Pennsylvania Contracts With Manatron, Inc. for Countywide Revaluation

First Reassessment of Property in 35 Years KALAMAZOO, Mich., Feb.
28 /PRNewswire-FirstCall/ -- Manatron, Inc. (NASDAQ:MANA) a leading
provider of software products and services for state and local
governments, including its Government Revenue Management(R)
(GRM(R)) software, announced that it has received contracts from
Clinton County, Pennsylvania totaling approximately $1.2 million
for software and appraisal services. Under this agreement, Manatron
will provide mass appraisal services and revalue all of the
residential, commercial, agricultural and industrial property in
Clinton County, which represents approximately 25,000 parcels. This
marks the first reassessment of the County's properties since 1972.
In addition, the County has purchased Manatron CAMA, Manatron's
robust property appraisal software solution, to replace its manual,
paper-based appraisal process. Centrally located in Pennsylvania,
Clinton County has a population of approximately 37,500 residents.
Clinton County's property taxes are currently based on property
values that were established after a countywide reappraisal that
occurred in 1972. These property values were only adjusted by the
County Assessor when additional external structures were added to
an existing property or a countywide inflationary or market factor
was determined. The County Assessor was not required to make any
adjustments to property values for any internal remodeling or other
external improvements. Given the length of time that had passed
since the last reassessment, the Clinton County Commissioners
decided to initiate a countywide property reappraisal to ensure
that all properties are valued uniformly and equitably based on
fair market value so that the related taxes are fairly assessed to
all their constituents. After a rigorous selection process, the
Commissioners chose Manatron to perform the reassessment. The new
CAMA system and property values will be finalized in May of 2008 in
time for the 2009 tax bills. In order to educate the community
regarding the process of revaluation, the County and Manatron have
jointly conducted over 20 public meetings to date and will complete
about 45 total before the project is complete. Manatron offers
