James Bowlin Appointed Vice President of Cyber Security Engineering

NCI, Inc. He will be responsible for leading NCI’s enterprise strategy for the cyber market.

Bowlin brings more than 15 years of experience in cybersecurity, software development, and system of systems integrations across high visibility Department of Defense (DoD) and Veterans Affairs (VA) programs.

In his most recent role, he served as the Atlantic technical expert for information assurance (IA) policy and risk management at Space and Naval Warfare Systems Command (SPAWAR) Atlantic. Bowlin was the chief engineer for the Defense Health Agency’s (DHA) Defense Medical Information Exchange (DMIX) Program Office, overseeing security engineering for multiple programs and legacy systems such as the Clinical Health Data Repository (CHDR), Bidirectional Health Information Exchange (BHIE) Adaptors and Viewers, BHIE Armed Forces Health Longitudinal Technology Application (AHLTA), BHIE SHARE, Terminology Services, DMIX Data Exchange Service (DES) and Joint Legacy Viewer (JLV). He provided security guidance to the DMIX program office to further enable seamless medical data sharing and interoperability adhering to national standard.

DMIX is part of DHA’s larger deployment of a single electronic health record (EHR), called GENESIS, which aims to transform and advance healthcare delivery and data sharing. After his role serving the DMIX program office, Bowlin took on the position of lead interface engineer for GENESIS.

In addition to his achievements with DHA, Bowlin also served in functionary roles with the VA. He was tapped as the lead security engineer to integrate and implement an Agile information assurance framework for the Veterans Benefits Management System (VBMS) — accelerating the agency’s commitment to improve engagement with veterans and beneficiaries through the fast delivery of high quality, Agile-driven IT solutions.

Bowlin Examines Agile Cybersecurity Engineering

Bowlin has authored a white paper, “A New Model to ATO: Agile Cybersecurity Engineering.” In this paper, he examines how Agile-driven cybersecurity is helping federal agencies achieve more proactive and continuous system authority to operate (ATO) designations.
