                  Appointment of Jane Tozer and Rene Schuster
                    to the Board as Non-Executive Directors

London, England (28 October, 2003) - SurfControl plc (London:SRF), the world's
Number One Web and E-mail filtering company,  is pleased to announce the
appointment of Jane Tozer and Rene Schuster to the Board as Non-Executive
Directors with effect from 1st November 2003.

Greg Lock, Chairman, SurfControl, commented, "As we continue to develop and grow
our Company we have taken this opportunity to appoint two Non-Executives who
will complement each other and widen the broader perspective of the Board."

Jane Tozer, MBE, will bring to the Board strong corporate governance experience
and extensive board level contacts in the IT sector, government and wider
business community. She began her career at IBM, spending 14 years there before
moving to FI Group (now Xansa plc) as Business Development Manager. She then
moved to Softwright Ltd., where she held the position of Chief Executive until
1997 - taking the company from start-up through to a successful trade sale to a
NASDAQ quoted company.

Jane's current appointments include; Non-Executive Director of Retail Decisions
plc; Non-Executive Director of the Pensions Service; co-founder and head of the
Information and TMT Non-Executives' Association (ITNEA); Non-Executive Director
of the 3i European Technology Trust; Non-Executive Director of the JP Morgan
Fleming Income & Growth Unit Trust; Non-Executive member of the Advisory Board
for the MOD Pay and Personnel Agency; and Trustee of the Worshipful Company of
Information Technologists' Charitable Trust.

Rene Schuster will bring to the Board an extremely high level of industry
knowledge and expertise. Rene is currently Senior Vice President and General
Manager of Hewlett-Packard Company and leads the Consulting and Integration unit
of HP Services, which provides consulting and integration services for
next-generation technologies, including mission-critical infrastructure and
extended enterprise services.

Formerly, Rene joined Compaq in July 2000 as the Chief Executive of Compaq UK 
and Ireland (the second-largest Compaq subsidiary after North America) and Vice 
President of Compaq Computer Corporation.  Schuster joined Compaq from KPMG 
Management Consulting, where he served as Chief Operating Officer in the Europe 
Middle East and Africa region.  Prior to this, Schuster was Director of Northern
Europe with IBM Global Services.  His early career include directorial 
experience at General Electric Corporation and Northrop Corporation in the U.S

Regarding the appointments, Steve Purdham, Chief Executive Officer, SurfControl,
said, "It's very exciting for us to have two such highly experienced, driven and
knowledgeable people as Jane and Rene join us on the Board. Their combined
industry expertise and experience will be a huge asset to the Company going
forward and help to drive SurfControl forward as a global market leader and
innovator in the Internet Filtering market."

As stated in the Q4 results statement on 9th September 2003, Rob Barrow and
Simon Acland will step down from the Board following the Company's AGM and Board
Meeting on 30th October 2003.

There are no details regarding Ms Tozer and Mr Schuster that require disclosure
under section 6. F. 2 (b) to (g) referred to in paragraph 16.4 of the Listing
Rules.
