SHIRES SMALLER COMPANIES PLC APPOINTS NEW NON-EXECUTIVE DIRECTOR

Mike Balfour has been appointed a Non-Executive Director of Shires Smaller
Companies plc with effect from 14 November 2003.

He is currently a director of McLeod Russel Holdings plc and Martin Currie
European Capital Trust Limited. He was also a director of EFM Group plc from 22
September 1998 to 5 October 2001.

In accordance with Listing Rule 16.4(b) there are no details to be disclosed in
respect of the requirements in paragraphs 6.F.2(b) to (g).
