Something doesn’t add up here. In May, the F3 Prospectus for $200M was looming, part of the reason the stock wouldn’t bounce. That amount hasn’t even been touched, so why announce a new prospectus $30M investment offering?

Clearly, the $30M offering wasn't part of a well-planned stra
