fiscal 2008 in this analysis of the company's 2008 performance and

were; -- Secure revenue from executed system sales agreements. --
Launch our first stratospheric test flight. -- Complete new
strategic designs and file additional intellectual property
patents. -- Complete evaluation of potential domestic U.S. revenue
programs. -- Position StratoComm for 2009 filing of required
documentation to move to trading company shares on the OTC Market.
Revenues Receipt of revenues from executed system sale agreements
was delayed by a combination of timing specific to delivery of
licensing and frequency authorization to StratoComm's Cameroonian
partner and the damaging turn within the international financial
markets. Formal delivery of licensing and frequency authorizations
to Evergreen ISP Platforms occurred during late August and early
September at which time the financial markets were officially in
total disarray. Clearly, financial market conditions were spiraling
downward for some time but resistance to that reality was prevalent
throughout the industry until late summer and resulted with
prospective funding sources taking step back. Resulting from this
harsh reality and without confidence as to when the markets may
turn positively StratoComm has since focused its sales and revenue
efforts to agreements with entities that are qualified with
available funds to support their purchase of StratoComm systems as
well as the previously announced U.S. Domestic Rural Communications
Initiative. Stratospheric Test Financial prudence dictated
rescheduling the test flight to the third quarter of 2009.
Intellectual Property Filings StratoComm's Development Center team
has continued its efforts toward further strengthening its patent
position both in support of Transitional System operation and
Stratospheric System testing and performance. Additional patent
filings are presently at various stages of the required process and
will be announced upon receipt of formal notice. U.S. Domestic
Rural Communications Initiative As shareholders are aware from past
company communications StratoComm's market development focus has
been to prioritize efforts toward developing countries. The primary
reasons for that are two. 1. Developing countries, as a group lack
communications infrastructure and in as much as StratoComm is
wireless infrastructure the course to market is viewed as available
and profitable and 2. For StratoComm to direct attention away from
its prime objective of market development within developing
countries to U.S. Domestic opportunities was viewed as too
distracting. As the company progressed in refinement of its
marketing activity and technical support capacity it became clear
that to direct attention to U.S. Domestic opportunities would cause
no compromise. Analysis of the potential domestic market revealed
that StratoComm's technical and sales support to StratoComm's U.S.
Domestic Initiative can be modeled after the structure that has
demonstrated itself to be effective with our International efforts.
Implementation of this approach is therefore possible without
distraction from or compromise to our International efforts. As a
direct result the company recently announced execution of its first
agreement with a U.S. based communications group whose focus is to
rural communications. Having completed structure of the strategic
approach to the domestic opportunity StratoComm has fully
implemented its programs to secure profitable domestic market
share. Movement to OTC StratoComm engaged expert accountancy
support to update its financials in order to return to "Current
Information" status on the Pink Sheets, which is now completed.
During that process the company has narrowed the choices from among
which it will select an outside auditing firm to conduct the
required audits to be filed along with its Form 10 for delivery to
the SEC to initiate the process for approval to trade on the OTC
Bulletin Board. Filing of the Form 10 was previously announced as
scheduled during the first quarter of 2009 and remains on track for
filing as forecasted. Summary Comment 2008 proved to be a year of
significant tests and challenges largely brought upon the company
by outside influences. As a result, anticipated revenues and in
some instances equity funding was delayed causing disruption to the
realization of certain StratoComm objectives for the year. Many
significant companies, both U.S. and internationally based, failed
in the face of the world wide financial decline. StratoComm is all
the stronger for having met the challenges head on. In the midst of
these challenges, In 2008 StratoComm realized solid progress on
several fronts and is positioned for strong revenue and
