Nope. If the mine is in "abandoned" status (like the Mt. Vernon Mine), MSHA no longer regulates it. However, OSHA might, if there are activities at the mine that fall under worker safety. As for water quality issues, EPA and State (and maybe County) rules apply to both private and public lands.
