LONDON—U.K. police on Tuesday arrested a 21-year-old man as part of an investigation into the late November hacking of Hong Kong-based digital-learning toy maker VTech Holdings Ltd.

Officers arrested the man in Bracknell, about 30 miles west of London, on suspicions of unauthorized access to a computer to facilitate the commission of an offense, the police said.

In late November, the maker of learning products for toddlers said that an "unauthorized party" hacked into its database and stole information, including the names and birth dates of 6.4 million children and 4.9 million adults, as well as head shots and chat messages.

Almost half the accounts hacked were in North America, VTech's top market, which contributed nearly half of the company's $928 million in revenue for the six months to September.
