BETA VIETNAM FUND LIMITED ("BVNF" or the "Company")

The Directors of BVNF announce the issue of a circular to shareholders and
warrantholders seeking approval to return US $3.00 and to consequently amend
the subscription price of the warrants.

The extraordinary general meeting ("EGM") to approve the return of cash will
take place at 12.00 p.m. on 5 November 1999 and the warrantholder meeting to
reduce the subscription price of the warrants will take place at 12.10 p.m.
(or as soon thereafter as the EGM shall have been concluded or adjourned) on 5
November 1999.
