DRS Data and Research Services plc ("DRS") is pleased to announce that
its joint venture arrangement, IntElect(R), has had its London Assembly
elections contract term of service extended to 2016.
2016 Mayor and London Assembly Elections
On 10 September 2010 the Company announced that the contract to supply
electronic counting services to the 2012 Mayor and London Assembly
elections had been awarded to IntElect(R), a joint venture arrangement
between DRS Data Services Limited (the subsidiary trading company of DRS
Data and Research Services plc) and Electoral Reform Services Limited.
IntElect(R) successfully delivered the London Assembly elections on 3
May 2012. As was indicated at the time, the contract included an option
to extend the term of the service through to the same elections in 2016.
I am delighted to confirm that this contract option has been exercised
by the Greater London Returning Officer and IntElect(R) has agreed to
provide these services in May 2016. The revenue value of the contract is
GBP3,599,407 and the contract will be completed using the same electoral
system and e-counting processes which were successfully applied in 2012
and will again be concentrated in three sub-regional count centres.
Electronic counting or 'e-counting', involves scanning ballot papers
through machines that capture and store votes on a secure database. As
well as counting the ballots, the machines can handle multiple votes on
one ballot paper and operate with different voting systems. Ballot
papers where the voter's intention is unclear are referred to the
Returning Officer's staff to be adjudicated.
DRS and ERS both have an established track record in delivering
successful e-counting projects. ERS has been involved in postal voting
administration since 1932 and DRS has provided election services in the
UK and around the world since 1991 including the GLA elections in 2000,
2004 and 2012.
Jeff Jacobs, Greater London Returning Officer, said:
"I am pleased to be able to take up the option in our contract with
IntElect(R) to have them provide electronic counting for the 2016 GLA
elections. The elections for the Mayor of London and London Assembly are
one of the largest single polls in Europe and use three different
electoral systems. The speed and accuracy of electronic counting will
mean that the results will be available the day after the election as
voters and candidates have come to expect."
CEO of ERS, Sian Roberts, said:
"IntElect(R) has demonstrated its ability to deliver on this time
critical, complex election. We are very pleased to be working again with
the Greater London Returning Officer and his team on this project
through to 2016."
Steve Gowers, CEO of DRS, commented:
"We are delighted to have been selected to deliver the 2016 Mayor and
London Assembly Elections and are looking forward to continuing the
successful relationship between IntElect(R) and London Elects and
supporting the Greater London Returning Officer in delivering this
important project."
