Please accept this letter as notification that as of 10 March 1999 Millennium
Offshore Partners has an interest in 4,350,000 ordinary shares of German Smaller
Companies Investment Trust plc. 2.85 million are held through a derivatives
arrangement and 1.5 million are held through Vidacos Nominees Ltd.  By our
calculation, this interest represents 10.3% of the issued share capital.
