SUBMISSION OF DEVELOPMENT AND ENVIRONMENTAL PLANS REGARDING PROPOSED ACQUISITION
                                   OF CEPRUSS



The Directors of Baltic are aware of comments in the Russian press over the
weekend concerning Baltic's proposed acquisition of Joint Venture Closed Stock
Company CEPRUSS ("CEPRUSS") and its intention to construct an oil transhipment
terminal on CEPRUSS' site in Kaliningrad.



The Directors confirm that the Baltic Group has already submitted detailed
development and environmental plans for the proposed terminal to the Regional
Duma, the Mayor's office and the Governor's office and has received full support
for its plans from each authority.





Commenting from Kaliningrad, Simon Escott, CEO of Baltic, stated:



 "We are enjoying full support from the relevant Kaliningrad authorities,
despite other interested parties using the media to spread inaccurate and
misleading reports.



Baltic will in any event meet with the Governor to report our progress to him in
order to obtain his continued support prior to completing the acquisition of
CEPRUSS.



We believe that Baltic's completion of the acquisition would be of significant
benefit to the city and citizens of Kaliningrad as a result of our investment in
the construction of the project."
