BOARD CHANGES

The Board of Pennon Group Plc is pleased to announce the appointment of Mr
Gerard Connell as a Non-executive Director with effect from 1 October 2003.

Mr Connell is Group Finance Director of Wincanton Plc.  Previously he was a
Director of Hill Samuel and a Managing Director of Bankers Trust and has held
other corporate finance and business development positions in the City and in
industry.

Mr Connell, who is 45 years of age, was educated at St Mary's College, Liverpool
and St John's College, Oxford where he gained a first class honours degree in
modern languages.  Subsequently he trained as a chartered accountant with
Pricewaterhouse.
