Submission was June 28th.
FDA im sure knew rdgl was submitting on this date because they have been communicating on an on going basis. So the receipt of submission would be June 28th receipt June 28th. Doesn't matter when FDA opened the email. IMO Facts indicate 30 day period expires July 28t
