Urals Energy Public Company Limited ("Urals" or the "Company")

Exercise of Options by Chief Financial Officer

The Company was notified on 29 September 2006 by Stephen Buscher, Chief
Financial Officer, that on 29 September 2006 he exercised options to purchase
112,613 shares in the Company at an exercise price of 111 pence per share.
Following this transaction, Mr. Buscher holds 201,613 shares in the Company,
equivalent to 0.17 percent of the Company's issued share capital.

Pursuant to this transaction, application has been made to the London Stock
Exchange for the admission to trading of 112,613 new shares in the Company.
These new shares are expected to be admitted to trading on 6 October 2006.
