2 Canadians indicted in 2012 oil plant explosion in Montana

A U.S. federal grand jury has indicted two Canadians and an oil recycling company on criminal charges including conspiracy and endangerment in an explosion that injured three workers at an eastern Montana oil plant.
Custom Carbon Processing Inc., its president Peter Margiotta and project manager Mark Hurst face charges of conspiracy, endangerment and Clean Air Act violations, according to a redacted copy of the indictment that was unsealed last week.
They could face up to 15 years in prison and a $1 million fine on the most serious charges.
The 2012 explosion near Wibaux sparked a fire that burned eight days and drew attention to the potential dangers of the oil boom then sweeping through the remote Northern Plains along the Montana-North Dakota border.
Margiotta and Hurst did not appear for their Jan. 11 arraignment and they could not be located for comment. Court documents show they have not been served with the indictment.
They would have to be extradited to face trial if they don’t appear voluntarily.
Prosecutors said the two men ignored warnings from a company foreman about hazards at the plant.
The plant, built on the site of a former disposal well, recycled so-called “slop oil” that comes from oil fields into higher-quality crude oil that could be sold.
The documents say the foreman told the defendants the use of highly flammable natural gas condensate to thin slop oil at the plant was creating a dangerous situation. The foreman attempted to refuse shipments of the condensate, but Hurst ordered him to continue taking them, according to the indictment.
In the lead-up to the explosion, vapours from a condensate shipment spread through the building, reached an ignition source and blew up both the plant and the tractor trailer that had delivered the fuel. Three workers who had been installing insulation were injured.
Margiotta and Hurst also are accused of opening the plant even though they knew it did not have appropriate wiring, ventilation and other safety measures.
The documents state that Hurst sent an email to Margiotta saying some control panels “must be moved asap with the explosion proof wiring. We run the risk of killing someone, not only our operators but also customers.”
The driver of the tractor trailer, Kelly Steen, was sentenced in 2015 to three years of probation and ordered to pay a $2,000 fine for transporting hazardous materials with warning placards.
Green Oasis Environmental Inc. was the Alberta-based parent company of Custom Carbon Processing. Its website is no longer active and phone numbers listed for the company do not work.

There should be a special place of note for a public corporation such as Green Oasis, incorporated in Florida, headquartered in Edmonton Alberta, purportedly operating in the Gillette Wy area (intersection of Iberlin Rd and Black and Yellow Rd, their only known existing facility) with a fire and explosion at a former facility in the Wibaux MT area, totally non-reporting corp. forever without sanction, haven't heard a word from them in over two years, skated an SEC investigation and civil trial of Jerry Williams and still trading (sort of) on pinks. Where could that special place be?

I guess you could say that; the company web site has been parked and is for sale, the CCP mailing address is a parking lot (google map, 511 S Kendrick Ave, Gillette, WY), the info. section on iHub is a pipe dream and all the pirates on the ship have sailed away.

The address, 28 N. Pineview Dr., Gillette, WY given in the link above for that of Custom Carbon Processing as of 2007 is no longer valid, according to the Campbell County, WY assessor site.
There is record of current ownership but none of past ownership that I could find.
All the key players seem to have vanished. The GOE website is still down but Custom Carbon Processing is still up and running, just as it was in 2011.
It appears that GOE is no defunct and abandoned and all assets shifted to CCP entity and looks like a protected spinoff, to me. I'm calling in my wallpaper to be used as ... wallpaper.

With the vast variation in capital value, based on the shares outstanding past compared to the shares outstanding present, I'm expecting a 1:10 reverse split (50,000,000:500,000,000).
With no ability to report any income from the Gillette, Jim's Water Service facilities until the actual share count is verified, that income will shrink accordingly and if it can't be verified, which is very likely at this point, any income from operations will be accountable to administrative fees and operating cost. There'll be no to little profit.

That could be, that is, Jim's Water Service land, the facility site at the T intersection of Black and Yellow Road and Iberlin. If it is, the two rectangular shaped holding pits in existence prior to the explosion and fire on the Michels property southeast of Wiboux, have grown to five;
There are three new pits just north of the "T". This is confirmed from the most recent google map (Black and Yellow Road, Gillette, WY). It was since the posting of wookie1's comments of 5/2/14 that sent me to look at that pit site. At that time, there were four pits; the original two and two new ones. Now, there are five.
This doesn't provide evidence that Custom Carbon is working that pit site but I'm sure they were, previously and it's likely they are working again, now.
I'm also puzzled as to how GRNO is able to work that site with the restriction of a "cease and desist order" from the governing body of Alberta, unless the boundaries of that order apply only to Alberta territory. If GRNO (CCP) is down here, conduction business operations and they have a permit to do so, it seems that there should be some kind of press release announcing such operations; that is, unless they don't have a green card authority. If that is the case, their activity would be illegal, in which case, I can see why they would want to be deceptive. With that in mind, I can see some scenario of forfeiture. I'll have to look that up.
So, if GRNO is operating in WY legally, they're not telling anyone. If they're operating illegally,
they're not telling anyone.
